CHRIS GARCIA

Chris Garcia opened Reliant Consulting Solutions with his business partner, Ken Robbins, in 2009. His personal vision for Reliant was to build a workplace where the customer's mission, requirements, and resources were paramount and tied closely to his dedication to Reliant's employees' successes and their well-being. While focused on delivering impactful resources and solutions to his customers' toughest issues, Chris is always looking to improve Reliant for all. In addition to leading Reliant, Chris has served as the lead budget and strategic fiscal analyst for Intelligence Community (IC) customers. Utilizing 15 years of experience supporting the Federal Government's financial and budget operations, Chris has served as the lead financial analyst responsible for the development, compilation, and presentation of his customer's Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) submissions. He is the lead technical writer of technical strategic reports and budget defense and justification responses to inquiries from all government oversight organizations.

Before joining Reliant, Chris held several positions of responsibility at Northern Virginia's premier contractors. As a leader within these organizations, Chris' teams have been on the fore-front of enhancing Agency budget, accounting, and financial operations and enabling audit readiness. As a Senior Associate with Booz Allen Hamilton, Chris served as the Integrated Financial and Resource Management service offering lead for the National Reconnaissance Office (NRO). This role encompassed assisting his team's clients with their day-to-day financial operations, improving and modernizing overall financial operations, complying with regulations and government mandates, preparing for audits, analyzing compliance regulations, planning and implementing modernization programs, reducing costs, improving operational efficiency, managing financial operations and demonstrating fiscal responsibility. In a similar role as Department Manager for Financial Controls while at TASC, Inc., Chris led teams throughout the Intelligence Community in their goal of improving financial and accounting operations in support and preparation of audits of their financial statements.

Chris Garcia is a product of his local roots. Chris grew up in Reston, VA. Upon graduating from South Lakes High School, Chris went on to George Mason University where he graduated with a Bachelors of Arts degree in English and went on to receive an MBA from Marymount University.He is married and has been blessed with three children.

 

KEN ROBBINS

After a prestigious career as an officer in the United States Air Force, and with the industry's largest contractors, Kenneth Robbins opened Reliant Consulting Solutions with his business partner, Chris Garcia.  Within Reliant, Ken not only provides overarching leadership of the company, but also serves in a Chief Financial Officer, Business Operations role.  Moreover, given his 30+ years of financial management and contracting expertise, Ken also provides direct support to Reliant's customers.  He has supported the development of financial policy at National Geospatial-Intelligence Agency (NGA) as well as provided Comptroller-level financial and budget analysis support of numerous National Reconnaissance Office (NRO) offices.  Mr. Robbins is well-versed in all aspects of the budgeting cycle, and has assisted his customers to develop, compile, and present their Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) submissions.

During his United States Air Force service, Mr. Robbins held many vital roles.  He was the sole program analyst for the European Headquarters Division in charge of the European Director of Aerospace Operations budget.  Likewise, after serving as the senior financial analyst and, Ken also served as Comptroller over five unique divisions.  Ken's Air Force experience also gave him the opportunity to serve as a Contracting Officer where he oversaw the development and acquisition of a multitude of contracting actions.

Ken Robbins was born in New Jersey, but his Air Force duty provided him and his family the opportunity to visit and live all over the world.  Despite his impressive work experience, Mr. Robbins is also a highly educated individual.  Ken holds a Master's degree in Economics from the University of Oklahoma, a Bachelor's degree in Business and Management from the University of Maryland, and an Associate's degree in Contract Administration from the Community College of the Air Force.  Ken and his family now call Northern Virginia home.
